Getting the message out through translation

Mass media play an important role in disseminating politics and rulers opinions and decisions and in mediating between politicians and the public elsewhere. There are various examples about that; the French presidential election, just to mention, is a clear demonstration of it. We could see how the two political leaders had an important effect on their audiences and how important was the role played by media to help them to access to the presidency for Nicolas Sarkozy, and to the leadership of the leftwing party for Ségolène Royal.

Further, translation is a bridge between addressees and addressers beyond national bounders. In a given country, reactions to a statement made in another country, is, in fact, reactions to the information as provided in translation. Thus, translation's effects are perceptible when it comes to economy to culture and to politics above all. We do remember the translation of the word 'crusade' used by G.W. Bush in many of his speeches when talking about 'international terror'. The situation was explosive. Neither Bush was wrong in using that word, nor were translators when translating it by its Arabic equivalent. All Bush's discourses have had a religious connotation and were carefully prepared by his psyopers and counselors. A little time after, Bush retracted and said it was a slip of the tongue.

On the basis of translation and lexical choice made by translators (or translation agencies), the material is exploited eventually to the advantages of politicians. That means that if translators were instructed to use specific terms and avoid others, translation objectiveness is not respected, elsewhere, the target text or message is not reliable but biased . In addition, politicians usually don't go back to the original text. Once produced, texts lead a life of their own. People form their opinions on the basis of such reports and decisions are made on the basis of information provided to them by media.

On the other hand, journalists use information as provided by news agencies or they produce translation themselves. I many cases, texts are not produced on the basis of a complete source text's translation, but in view of specific needs, journalists extract only selections for a translation process or take selections of a whole translated text and rewrite it by building a new text from the selection and adding commentaries. This does have incidence on politics and decision making in view of these type of mediated and translated texts. That's why; we consider that even translation does play an important role, otherwise, in disseminating politics and ruler's opinions and in mediating between politicians and the public.

There are also agencies and services specialized in translating media that journalists seek. We can mention web sites of Mideastwire.com , Watching America , Anti Defamation League , Communication Dubai , Anti-Semitism Monitoring Forum , but the Middle East Media Research Institute, shorthanded MEMRI , is the leader in the West and in the US specifically. It translates Arab media by making good translation in form; but biased in deep, because it makes previous selections of the translated text and give a new titled and commented report. The dangerous thing is that US politicians and congressmen receive its daily reports and make their decisions in view of what they read.

Created in 1998 by two Israeli, the institute has a pro Israeli orientation despite its director Yigal Carmon says that his organization is independent and non-partisan and that its purpose is to enrich the debate on American policy in the Middle East. Other personalities doubt this neutrality like Ibrahim Hooper the Strategic Communications Director for the Council on American-Islamic Relations (CAIR) , William Rugh, former U.S. ambassador to the United Arab Emirates and Yemen , Juan Cole, Professor of Modern Middle East History at the University of Michigan and journalists like Brian Whitaker from the Guardian , Mustapha Abdelghani from Al Ahram, Fehmi Hwidi from Al Arabi, Leila Hudson from the journal of Middle East Policy and Mohamed El Oifi from Le Monde Dipolmatique. With 82 visitors each month and daily mailings to politicians and journalists, Memri became the first Arab media gateway to the West.
Here are three journalists (and the list is too long) that have made their opinions on the basis of what they read on Memri's reports:

1- Diana West in his article "The animus against America" (April 7, 2003, The Washington Times) said: "The aggression against Iraq is an assault on Islam, the Quran and the message of Muhammad", the PA said via government television's broadcast of a recent Friday sermon (translated by www.memri.org), sounding a favorite theme of the Arab World"

2- Susan Sachs in his article "Anti-Semitism is deepening among Muslims" (April 27, 2002, The New York Times) said: "Last month the Saudi daily Al Riyadh published an article that accused Jews of consuming the blood of Christian and Muslim children during the holiday of Purim. The author, a lecturer at King Faisal University in Saudi Arabia, called this medieval fiction a 'well-established fact'. After the article was translated by an Israel based group called the Middle East Media Research Institute, the editor of the newspaper repudiated the article, saying it was nonsense and should not have been published."

3- Jay Nordlinger in his article "Thanks for the (Memri.org) An institute, and its website, bring the Arab World to light" (September 13, 2004, National Review Online) said: "After the9/11 attacks, the West realized that it knew little about the Arab World- in fact, dangerously little. Why do they hate us so, and did this come out of the blue? It seemed imperative to learn more about the Arabs- to learn, for example, what they were saying to one another, in their media, in their schools, and in their mosques. The Arab World had always been dark this way, it needed to come into light."

Articles translated by Memri don't reflect opinion in the Arab world about the West neither do they reflect Arab sentiment in the respect of any particular matter. They are only a sample drowned in a sea of ideas brought by one group or another in one country or another. It is true that the translation helps to get out the message but professionals have to be careful when dealing with this means, because it is ultimately a means.
Freedom of speech makes sense only if there is a wide range of media. This freedom can find echoes outside its national borders by the translation / interpretation of these media. A translation that we want diversified and not focused on one issue or another and that we want out of any other ideology and instrumentalization of any party whatsoever. Thus the reader/listener/viewer could build its opinion on the basis of a 'whole' text/article and not on the basis of the selections of it.

Serious traffic accident between Sidi Moussa and Ben Talha

The road between Sidi Moussa in Blida and Ben Talha witnessed a shocking incident between two cars, which were traveling in opposite directions. The cars collided and stooped to the side of the road. According to the National Gendarmerie's services, which inspected the incident, the result is two wounded in serious condition. The injuries were taken to the nearest hospital. Démantèlement d'un réseau de trafic de drogue à Guelma

Le juge d'instruction près la Cour de Guelma a ordonné la mise en détention provisoire de trois suspects âgés entre 22 ans et 37 ans arrêtés pour possession, consommation et trafic de drogue, tandis que le quatrième accusé a bénéficié d'une mise en liberté provisoire. Selon des sources confirmées/ sûre, après une patrouille régulière de la police judiciaire et l'arrestation d'un suspect dans la cité de Bin Cheghib à Guelma, et à l'issue de fouilles corporelles, les éléments de la police ont trouvé en sa possession de petites quantités de drogue. Au cours de l'interrogatoire, le suspect a prétendu les avoir achetés de chez le second suspect résidant au même quartier. Après avoir obtenu l'autorisation d'inspecter son domicile/ un mandat de perquisition, ils ont trouvé une quantité de drogue cachée ainsi que d'autres petits morceaux en possession de son frère. Selon nos sources, la quantité saisie était sous forme de pièces/ morceaux destinées (és) à la vente. Les suspects ont été déférés devant le procureur général près la Cour de Guelma, qui a requit à leur encontre la détention provisoire et a renvoyé le dossier au juge d'instruction relevant de la même cour.

خلال الأحداث التي عرفتها المناطق المعنية، والمواجهات التي وقعت بين قوات مكافحة الشغب والمحتجين، قامت مصالح الأمن بتوقيف 400 شخص، وقدم 75 منهم أمام الجهات القضائية المختصة، خاصة المشتبه في ضلوعهم في هذه الأحداث، من بينهم 20 شخصا مثلوا أمام محكمة الشلف التي أصدرت أحكاما تخفيفية في حق اغلب المتهمين بالتجمهر وتحطيم ملك الغير من بينهم 13 متمها تم تبرئتهم على رأسهم احد الأطفال الذي تم توقيفه، كما أدين سبعة آخرين بستة أشهر حبسا نافذا في حين أن اثنين أدينا بالسجن النافذ. أما فيما يخص أحداث بريان، فقد مثل أمام المحكمة 28 موقوفا وقد التمس ممثل الحق العام أحكاما متفاوتة في حق اغلب المتظاهرين في انتظار النظر في قضايا عدد من الذين تم تأجيل قضاياهم.

سقف الأجور للمستفيدين من السكن التساهمي يرتفع إلى 72 ألف دينار

Reported speech

Reported speech

There are three areas of reported speech: reported statement, reported command and reported questions.
1)- reported statements:
Form: reporting verb + reported clause.
If the reporting verb is in the past tense, it is usual for the verb in the reported clause to “move one tense back” (present - past / present - past perfect / past – past perfect).
Ex: ‘I am going’. He said he was going.
‘She has passed her exam’. He told me she had passed her exam.
‘My father died when I was six’. She said her father had died when she was six/ she said her father died when she was six.
If the reporting verb is in the present tense, there is no change of tense in the reported clause.
Ex: ‘the train will be late’. He says the train will be late.
‘I come from Spain’. She says she comes from Spain.
If we have can, will in the reported speech, they will change and we would have could and would.
Ex: ‘Can you type?’ He asked me if I could type.
Others do not change: would, should, might, could, must and had to.
Ex: ‘You should go to bed’. He told me I should go to bed.
There are many reporting verbs: say, tell, explain, admit, warn and complain.
Sometimes the idea is reported rather than the actual words.
Ex: ‘I will lend you some money’. She offered to lend me some money.
‘I won’t help you’. He refused to help me.

2)- Reported commands:
Form: subject + reporting verb + indirect object + infinitive.
‘Go away’. He told them to go away.
‘Go back to work’. They urged the miners to go back to work.
‘Cut your hair’. She persuaded her son to have his hair cut.
‘Leave immediately’. I advised the stranger to leave the house immediately.

3)- Reported questions:
The “one tense back” rule is the same with reported questions as with reported statements.
Ex: ‘Why have you come here?’ I asked him why he had come here.
‘What time is it?’ He wants to know what time it is.
As it is no longer a direct question, the word order is not the question’s word order and the auxiliary do and did is not necessary.
Ex: ‘How long have you been here?’ He asked me how long I had been here.
‘Have you been to America?’ He wanted to know if/ whether I had been to America.

There are three classes of verbs in English: auxiliary verbs, modal auxiliary verbs and full verbs.
1)- Auxiliary verbs: do, be and have are used as auxiliary verbs to form different tenses.
Do is used to form negative and question forms.
Ex: I don’t understand.
I didn’t agree.
What does she want?
Did they enjoy it?

Do is only used in the positive to give emphasis to a verb.
Ex: She isn’t lazy.
She does try hard.
I did try to phone, but there was no answer.
Is used in question s and short answers:
Ex: He knows I’m here, doesn’t he?
You don’t want to go, do you?
It worked, didn’t it?

Be + ing is used to form continuous tenses.
Ex: Ahmed is writing a book.
We were going for a walk.
We’ll be leaving soon.
+ ed is used to form passive sentences.
Ex: Paper is made from wood.
He was injured in a car accident.
They have been robbed.

Have + ed is used to form perfect tenses:
Ex: I’ve never been there before.
By the time we arrive, they had left.

2)- Modal auxiliary verbs: are auxiliary because they help other verbs, but unlike do, be and have (which only help to form tenses) modal auxiliaries have their own meaning. They express certainty, ability, possibility and advice.
Ex: he must be at least sixty. (certainty)
I can’t swim. (ability)
It might rain this afternoon. (possibility)
You should rest for a few days. (advice)
*The modal auxiliary verbs are: can, could, may, might, will, would, shall, should, must, have to, ought, need.

3)- Full verbs: are all the other verbs in the language for example: go, walk, think, help, eat…

أحصت دراسة أعدتها خلية الاتصال لقيادة الدرك الوطني، فيما يخص قضايا انتحال الألقاب والوظائف سيما المتعلقة بالوظائف العسكرية ،143 قضية أسفرت عن توقيف 160 شخص متورطين منذ سنة 2006 إلى غاية الشهرين الأولين للعام .2008 و عرف هذا النوع من الجرائم ارتفاعا سنة 2007، حسب نفس الإحصاء، حيث سجل الدرك 72 قضية، وتوصل إلى توقيف 81 شخصا معظمهم من دون وظيفة. ويعمد معظم هؤلاء إلى ادعاء انتمائهم إلى صفوف الجيش واعتلائهم مراتب مهمة للاحتيال على ضحاياهم. وتمس الظاهرة على وجه الخصوص كبريات المدن تتصدرها العاصمة في سنوات مضت، فيما تصدرت ولاية سطيف القائمة منذ بداية العام الجاري بثلاث قضايا تليها كل من سيدي بلعباس و باتنة.وفي هذا السياق، أوضحت الدراسة أن القضايا التي عالجتها ذات المصالح معظمها تتعلق بالنصب والاحتيال بغرض الحصول على الأموال، على غرار نوايا إجرامية أخرى، حيث يعكف المجرمون على إعداد سيناريوهات محكمة للإيقاع بضحاياهم باختلاف الشرائح سواء كانوا من بسطاء المواطنين أو المقاولين أو أصحاب الشركات الخاصة، يوهمهم المجرمون بمشاريع وصفقات خيالية مخططة سابقا. و أشارت الدراسة، في هذا الصدد، أن نقص الفطنة لدى المواطنين وإجراء المعاملات بسهولة وبطرق غير قانونية بمجرد إغرائه بالمناصب والصفات المهمة، من الأسباب الشائعة المؤدية إلى انتشار مثل هذا النوع من الجرائم
